He probably needs speech therapy to show him how to use his mouth, lips and tongue. Call your local early intervention for a free evaluation. He most likely will catch up when he is older, but is alway easier for you and your child to start as soon as possible with speech therapy. I don't think PAT has every had a child or known a child with speech delay. There are many things that can effect speech as well as not teaching your child how to communicate and speak properly. That is why it is best to get an evaluation to see if it is more then just not teaching your child how to talk. Like autism and other disorders. I think Pat was a bit harsh!
