How many words should my 18 month old say?

My son is 18 months old. He only says one word, which is "dada." He says the "b" consistently and the "m" sound very rarely. He does not point to objects and gets frustrated when I don't understand what he wants. He is also very quiet when he plays with his toys. Does he sound really delayed in his speech? Any advice?
